Right, it could very well be a TCG bug. But maybe not. Here's how to
get things [not-]working:
$ qemu-system-sparc64 --version
QEMU emulator version 5.0.0
$ qemu-img convert -O qcow2 miniroot66.fs disk.qcow2

If you swap out miniroot66.fs for miniroot67.fs, you'll get the error
