Yep. Lots of users going through proxy. Ran tcpdump on the proxy. The only packets that arrived from the OpenBSD host were my pings. It appeared that the installer wasn't even trying to reach the proxy.
Note "appeared that," there could be something else going on. Earlier upgrades were over FTP, but tried http this time.
