there was a much more complete update of pf.os committed a longish time ago, which changed the pf.os format. it was removed since pfctl choked if the pf.os file had the old format, where it should just not load fingerprints then but complain & continue to load teh ruleset, for minimal backwards compat. fixing that & updating the ancient OS fingerprints then is the way to go.
