Yes, so changing that would be a big deal.  During the transition in
1999/2000 backward compatibility with existing scripts was an obvious
advantage.  If I understand correctly rcp was from 4.2 BSD around 1983.
 When was rsh introduced and how much of a priority is it to continue to
keep ssh and rsh lock-stepped?
