I don't have 2016 installed on the laptop I'm currently using BUT, I seem to remember there's an option somewhere in Office to "re-open the docs that were open when you last closed it". I wonder if disabling that function/checkbox changes the behavior.
Since what you're describing is it always opening the previous document.
