Are you looking for a list of features that you COULD turn on in your particular OS version/filesystem type OR that are CURRENTLY turned on? If it is the latter then tune2fs -l does output Filesystem Features & Filesytem flags for an initialized ext* filesystem. For the former, I think you have to resort to (possibly out of date) documentation. The man pages for mke2fs and mke2fs.conf have info on the ext* filesystems. As for documentation/query tools for multiple families of filesystems, I don't recall seeing anything.
