If you have only a handful of machines, you can just point them to the appropriate variant of pool.ntp.org. If you have a whole mess of machines, you might not want to abuse the network that way - So you create a couple of VM's to act as time servers, which either use a hardware time source or pull from something upstream (such as pool.ntp.org).
