If you have only a handful of machines, you can just point them to the 
appropriate variant of pool.ntp.org.

If you have a whole mess of machines, you might not want to abuse the network 
that way - So you create a couple of VM's to act as time servers, which either 
use a hardware time source or pull from something upstream (such as 
pool.ntp.org).  You should not have any trouble running the NTP server in a VM; 
as long as you acknowledge that it's yet another stratum separation so you 
might end up a little bit off.
