I've only had a quick look at office 365 once, at that time it looked as if
"365" was just a storage-cloud + licensing solution.  The actual
applications had to be downloaded and installed.
In contrast to e.g. Google docs, which ran/run in the browser.

If this is still the case with office, then, yes, you can just open local
files.
