VA East has had problems in the past; it's their original datacenter so it
has the oldest hardware. That said, the last issue I ran into was my VPC
NAT instance (in us-west-2 / Oregon) suddenly deciding to go offline.
Instance was still running, but flagged as nonresponsive. I was planning on
replacing it anyways, though, because it had popped up with a retirement
alert at the end of the month.

As for monitoring, we have basically all non-NAT instances set up with
Chef, so I use the Chef nagios cookbook (overwritten to configure icinga
instead) to dynamically build an Icinga configuration that we run in our
primary VMWare datacenter that has a VPN to our VPC nodes. It's worked out
well for us, though I need to make sure we add in the NAT instances to some
sort of monitoring... either via that Icinga node (configured manually via
Chef databags for unmanaged hosts) or Pingdom. I'm leaning towards the
latter at the moment since we won't have NRPE or SNMP set up on those boxes.
