IIRC: The idea was that "discuss" was meant for softer issues, ex. "How do I learn about X?" "What's your policy about Y?" type things, and "tech" was intended for the more technical issues. The problem, of course, is that, like all mailing lists, things wander off topic. You might ask for technical recommendations and the conversation might turn into a discussion on whether something should be done at all, and a softer discussion might turn into how to technically enact something. Add to that that, early on, nobody really wanted to stifle discussion and the line between the two lists became blurred. Clearly it's time to scrap two lists and just have one.
