Sometimes it makes a difference, to connect power, disconnect power, connect power, etc, until it spins up. Depending on what's wrong. Sometimes it makes a difference to cool it. I have once before, recovered a hard drive by submerging it in ice water (in a plastic bag.) Without the ice water, the drive would stay on about 30 seconds. With the ice water, about 10 minutes. Copy some files off... Wait 15 minutes... Try again... Definitely focus intelligently on recovering the files you care about most. Because it's likely you won't get the whole drive contents. Also, the longer you have it powered on, the shorter it will likely be able to stay on.
