My solution to the problem of an install loop was to have the last step make a call back to the server to delete the IP specific symlink for the install and to have the default PXElinux selection to be "boot from hard drive".
I was also generating dynamic kickstart files via a short Ruby CGI script. There's a lot of customization that's really easy when you serve the kickstart via http.
