No - if it comes with the OS and is widely used because it's assumed to always 
be present - that's built into the OS.  Or perhaps, "included" in the OS if you 
don't like the terminology.

Acknowledged, not every linux distribution will have such a thing.  But if end 
users are using it as their desktop OS, chances are, it's either ubuntu, 
fedora, or another "desktop" distro, probably running gnome, with a certificate 
key manager included by default.
