Indeed, according to the NFSv3 RFC (RFC1813), the NFS server should set the filesystem attribute to FSF_LINK to true if the filesystem supports hard links. The server should return NFS3ERR_NOTSUP if an attempt to make a hard link on a platform that does not support it.
The NFSv4 has some this as a link_support filesystem attribute, according to RFC3530.
