That would be the highly logical thing to do, I agree.
So would be for the state agencies to be co-ordinating this with Wordpress themselves and maybe just using our in-house design talents. Cheaper too, for that matter; but that's not the way state agencies work and as far as I can tell Wordpress.com aren't on any of the approved vendors lists which means a whole huge amount of hassles for each agency to even begin to approach wordpress.com (and likewise for us to use them on their behalf). Amazon is on the list of approved vendors even if no agency can be persuaded to use them, and the government discount is supposed to be quite good. Oh the joys of working for an e-government company!

I have to ask: Why not move "up" the stack and do SaaS instead of IaaS?

If you're really only planning on Wordpress, why not just do the
commercial Wordpress service at Wordpress.com itself? They will handle
everything up to and including your custom plug-ins (if needed).

CNN, NFL, and Time all use Wordpress's commercial hosting for their blogs.

Or you could go with HostGator or BlueHost, both of which appear to
have a lot of Wordpress knowledge.

Just asking...
