I think as technical people many of us instinctively want to categorize things with the idea of making things easier to manage. This works against us when dealing with human issues, such as communication. There's always going to be someone complaining about "too much off topic" on a list, but in general I think those people are succumbing to this need to categorize everything and until the volume of a list is really high, those people can be ignored. The problem with too many lists is that you dilute the number of people on each list so much that you don't reach a critical mass to have useful discussions.
