You might also want to look at 'bbcp' which sets the mode to 0200 for
the in-progress state, then changes it to either the original mode, or
to 644 (or whatever your umask is I think).

I've found it works well with single large files over a high
bandwidth, high latency link as well, letting me fill the entire pipe
quite easily.  Not quite your setup, but close.  

And I think it meets your needs for letting the destination easily
check for complete files arriving.
