Yes, the binaries on which I had to use brandelf are static:
xc8/v2.35/bin/xc8:         ELF 64-bit LSB executable, x86-64, version 1 
(GNU/Linux), statically linked, stripped
xc8/v2.35/bin/xc8.orig:    ELF 64-bit LSB executable, x86-64, version 1 (SYSV), 
statically linked, stripped
