This works for me, I have no shell component:
<meta key="org.apache.tapestry.template-encoding" value="ISO-8859-1" />
<meta key="org.apache.tapestry.output-encoding" value="ISO-8859-1" />
I had similar problems with characters being encoded the wrong way when
submitted, the code above resolved the issue.
