Ahh, sweet Thunderbird. I wish.

Unfortunately outlook has a cheesy wizard. I can only pick "Where messages are 
sent to" and then enter an address, I can't choose a to or CC field, and you 
know what, I bet that is the problem, outlook is checking only the To field and 
not the CC!

My rule in Thunderbird is
"when TO or CC contains 'tapestry-user@jakarta.apache.org' move message 
to folder xyz"
So I think you're missing the ones that have 
tapestry-user@jakarta.apache.org in the CC-attribute.

I only get 1 or 2 emails per week in my inbox.
