doing an anchor in a form submit?

I have done this before I beleive but can't seem to remember how or figure 
it out again.

Basically I have a form submit and if a certain condition is met I want to 
finish the submit by sending them to a certian part of the next page by 
using an anchor.

I.E.: cycle.activate("Submittedpage#secondsection") (i know this doesnt work 
but its an example:)

any ideas?
