The dependency to T4 is in the plugins jars itself, as T4 is bundled with the plugin and as such, the T4 is used by the plugin.
Still there are some features of the plugin that should work ok with T3, such as the component Palette, syntax highlighting and attribute auto-completion. Please note that if it does work, there's no guarantee that it will work at all in future releases as it is not the plugin intent to support T3.
