I remember Howard explaining why the tag library was removed in 4.0 about 6 months ago in this list. However, I can't remember the explanation - probably had to do with the many different mappings that are now available for tapestry services.
Anyway, you could take a look at how tapestry links are created,and mimic the procedure... Or, you could get the source for the old tag library and try to port it.
