The solution I've found so far is the Web Tools Project at Eclipse.org. Once you define something in the xml, it can code complete based on what it has seen so far (ie. Define one service-point and it can code complete the next one).

I'm assuming the desired editor is for HM descriptor files.

HM is not DTD or XML schema based so good luck using XMLBuddy or any
other editor out there. Any solution would need to be as custom as it
gets as HM descriptor files can declare subschemas at will.
