One thing I would try first off is setting your rows to something larger than 8... htmlarea is a little weird that way. Even so, that shouldn't be the problem with the degradation. I'm using HtmlArea many places in 3.0.3 with no issues, so... not sure what the deal is.
But if the scripts aren't being referenced in your page, that would explain the lack of an htmlarea. :) The issue, then, is why aren't the scripts being loaded... Are you doing anything... funny with the asset service?? That's the only thing I can really think of.
