setelah saya rubah Allowoveride jadi All dan userdir public_html
belum bisa juga errornya masih sama
kemudian saya coba ngikutin link ini ->

ternyata saya harus install php yang include menginstall php-cli
dan php-common
lalu restart httpd nya dan restart nagiosnya sekarang sudah bisa
