No,  as far as I am aware Talks doesn't work on the Samsung Galaxy.

I did have a Galaxy 2 and found the speech quite acceptable.
Also,  swiping from menu to menu was quite easy.
However,  for personal reasons,  I didn't find it as user friendly as other
devices.
Also,  I have read a very good crit of the Samsung Galaxy 4 but haven't
tried it yet.
