This isn't the list to ask about these particular phones but I will answer
it anyway as a moderator. Android will not support talks and as for windows
based phones there are currently no windows phones that will support any
sort of screen reader. There was at one time a version of talks that would
work on a windows phone but I have forgotten all the information concerning
that and at this point I highly doubt you would find any of those phones
anyway.
