Yes VCM stands for Vocalizer.
Yes you need to have the 9th option checked on the Talknav web site.

After that, you need to provide your existing IMEI number so that the site can update the license code for that phone. Here is what the web site says for Nuance products for the edit boxes.

Nuance Accessibility Suite
For a new product license, or an update to an existing license. e.g. Talks Premium, Zooms, update existing license or a TTS addition, please enter either your handset IMEI number or your SIM ID into Box #1 only and leave Box #2 empty.

For a transfer of license, either IMEI to IMEI or cross platform, please enter the new device IMEI or SIM ID into Box #1, and the old IMEI number or SIM ID into Box #2.

Is these voices VCM called Vocalizer option on that website?

I checked option 9 and then there seems to be 2 edit boxes, its alittle

No! You would have to buy a update to your license to be able to run the VCM

voices. Then that would give you 7 or so new voices you can select from. You

can do this from over the web on www.talknav.com or you can call and have
your normal dealer add tthem to your existing license for you. Yes there is a charge for the VCM add on license but this will then get you access to all

the VCM voices.
