Assuming that Windows Phone is around for a while, I think we'll eventually see some accessibility in this platform. With Microsoft and Nokia behind Windows Phone, I think it'll be around for a while, although I'm not predicting how it'll do against Android and IOS. Something tells me that Microsoft and Nokia will have to address the accessibility issue if they're going to compete in the US government space. There's also the question as to whether Windows Phone and Windows 8 will merge. If so, there's even more reason MS will have to address the accessibility issue.
