It's usually with your msg center number. Your provider should be able to guide you on setting it up.
However, if when you switch off phone and on back and it stop working again, time to check on your sim card. Could be a sim card which is to old and phone not auto setting up your msg center number and defaulting it back to a wrong country msg center number. Worth checking cause it happened to a friend of mine. After changing to new sim card, everything goes well. No more reset and msg center number auto sets.
