The software setting was already "all".
I had some real speak voices installed rs-jill and rs-tom and vcm_samantha
etc. I uninstalled those and retried installing talks. This time the
installation succeeded. I am not sure if this is a known issue or just some
wierd behaviour on my phone.

It can be something about the security settings for software, that currently

is sedt to restrictedf.
Try to change this to all, and try the install again.

The date and time as announced by talks (talks + call key) on my phone is
correct - today's date and time.

Did you mean this date and time only or something else?

Are you jsure your date and time are set correctly?  I ask because when I
went to update mine I had a similar problem then I tried again with no
success.  Finally I checked the date (as I do not use that facility) and it
was 1 February 2011 and the release was 17 February 2011.  I changed the
date and it worked for me.
