Do you mean like actually publish the scheme and wait and see? Of course we are all talking about what we think will happen. I think it's entirely plausible that if there are published references to ids then people will be told they shouldn't edit in a way that changes them. I agree that gratuitous changes are best avoided. But, I often take a way, split it multiple times, retag various sections, and glue parts back together to rationalize parking lot ways, for example. It moves the ids around for sure.
