If the spacing is reasonably even then this feels like something you might be able to (ab)use the Conflation plugin for.
In theory I think Overpass can give you tagged centroids which might help avoid overwriting the geometry, but I can't seem to get JOSM to actually import these directly (I'm getting full outlines despite "out center"). By the time you figure out the right recipe of duplicated geometry and merge setting you'd probably have done it by hand though.
