I agree with the idea of deleting all dead image url and having
a warning in the editors to avoid adding temporary url.

however, when the image still exists, it means that it is recent.
and if someone added this image in osm tag, it is probably that it
is interesting to describe the object, beyond the simple resolution
of the note.
by contacting the author of the picture, since it is recent,
there is a good chance to get his agreement (or refusal) to transfer
the picture in commons.
if you delete these temporarily valid images, this information is lost.
This is why it seems to me that deleting temporary links that already exist is not appropriate. is it possible to have a list by country? i would be willing to go through a series of images and contact one or the other person concerned

Maybe this would be an opportunity to have an easy way to add a picture to commons for an osm constributor, I mean as easy as taking a picture for a note in SC. but that's a whole other topic than your mass editing proposal which I therefore partly agree with
