I don't care about SLA. Does OSM have SLA? No, we're doing the best we can. today, it is easy to make a map for your own photo storage. it's also possible to make a thematic instance for a local community. it's possible and easy to feed it from your mapillary account. it's already not so bad! i don't remember osm starting with a 100k£ call before the first test. thanks to the precursors for not being aware that it's not a hobby pet project someone is running from his/her basement.
