I opened four days ago an issue on JOSM bug tracker proposing to a add a warning about unreasonably large changesets.
It is now implemented, merged and will be available in the next JOSM version. Thanks to all JOSM developers, simon04 who implemented this specific improvements and everyone else who commented on the JOSM bug tracker. As side effect - all warning made by JOSM on upload are now presented in a smarter way. See https://josm.openstreetmap.de/ticket/19381
