Then that's a cycleway. Irrelevant of construction (width, surface, kerbs, drainage) if only bike riders are allowed along it, then it's a cycleway.

There's no mention of that on the English wiki page. Looks more like a standard residential road with 'drivers be aware - there are cyclists about.
