Mostly, I believe you are right that it is unhelpful and potentially problematic, and I would go further and say that nodes in town boundaries that are not in the MassGIS Towns Survey should not be present in OSM. (For others who may not know the legal details: town boundaries are defined as straight lines between corner monuments, and while there are monuments at road crossings, those do not *define* the boundary and should not be included in boundary ways.) But, I think you are showing acton/westford. The Acton/Carlisle line has 2 corners within it, with one where it crosses Carlise Street / Acton Street. I agree that the Acton / Westford line has only one intermediate corner. My guess is that these extra nodes have been created while people are editing, and join other ways to the town lines.
