Sul wiki leggo:
"most tunnels should be tagged with layer=-1 or another suitable
negative value (exception: tunnel=building_passage)."
e poi anche:
"the layer should be the same as the layer of the building, ... So if
the building doesn't have a layer tag, the way should not have one either.
Il fabbricato non ha layer, perchè è sul piano della strada; ed il
segmento in tunnel è anch'esso allo stesso piano dei segmenti contigui.
