Perl umformatiert - nicht wundern

Was ich hier nicht verstehe ist das Bonn nur als "County" auftaucht -
D.h. als Kreis aber nicht als "City".
Sollte nicht Bonn als County UND City auftauchen - Oder wenn als
City alleine aber nie als County alleine.
