Most likely my approach, as sketched earlier, is influenced by the law in Italy. When sidewalks are present, pedestrians must use them, are not allowed to cross the carriageway if there is a pedestrian crossing within 100 meters. Obviously this does not cover our cyclist-pushing-his-bike example.
