I think you might have a slight misunderstanding here, a crossing=uncontrolled is not an uncontrolled crossing but a marked crossing without traffic signals.

Where I am a zebra crossing is certainly not uncontrolled, the markings and beacons have the same meaning as a give way sign. Vehicles must stop for pedestrians who are on, waiting to cross or approaching.
