In the USA it is the default that cars and pedestrians will be given the
green phase partially at the same time

However, it is also common that pedestrians will be given a “free”
(actually white walk sign) a few seconds earlier, to reduce the risk of
being hit by turning cars.

Or sometimes they will be given the “walk”
Sign a few seconds later, to prioritize turning motor vehicles.

And often pedestrians only get permission to cross if they push a button
first.

I do not think your proposal would be helpful for the USA because of these
complexities
