yes, absolutely, not every waiting area or waiting room is a lounge, still, nobody would go to such a lounge if they wouldn't have to wait for something, the only purpose is to make waiting a little more comfortable. The presence of seating (which I would usually expect for any waiting area, although it is not a strict requirement), or absencem, could tagged as a property.
