There is a node 6397545656 marked as amenity telephone but it's a service only for cyclists to contact the shuttle bus that takes them through the Dartford crossing.
I think amenity=telephone should be reserved for general use telephones where you can call any number. I personally think it's more like a subtype of emergency phone than amenity phone. I might change it unless someone convinces me otherwise Tim
