I propose some improvements to the tagging of

name
The name should not be descriptive. See {{Tag|name}}: "tag is supposed
to contain solely name, not to describe the type or location of the
object [...]" and "Do not use name=* if: The feature is known by a
generic term or description [...]". Therefore I propose to drop the
recommendation of the name tag in preference of the {{Tag|description}}.
Proposal:
* {{Tag|description}} – "Name" of the point. Usually the name is a
description of the location of the Point like "School Gym East Tashbol".
If it really has a unique, non descriptive name, of course name could be
used
covering
Maybe namespace it? Use {{Tag|disaster_help_point:covering}}? I could
imagine that covering could be used for mapping a roof like feature. It
is an ambiguous tag in that regard.
Address
The point will use an already existing address, but might be outdoors
and even closer to another address (of a minor building for example).
Therefore I would propose to recommend {{Tag|contact:*}} to make clear
that this point is not the authoritative point for the address. Even if
that scheme is still contentious. I simply don't know a better solution.
The plain address is a not an option in my opinion due to the
duplication. But I would still like to map the address, because it
enables to find the point with a bit of local knowledge even when no GPS
is available.
