I think we should stay away from zoning.  Around me, there can be a
landuse=retail within an area that is largely in fact
landuse=residential and is also zoned residential.   The magic words are
"pre-existing non-conforming use".

If people want to map zoning, that seems not normal in OSM and another
discussion, but please do not blur zoning into actual landuse.
