As far as I can tell we don't use these in the UK. If we did, though, we wouldn't call them "hillocky" but we might call them "hillocks." Calling them "hillocky" would be like calling other calming measures "bumpy" and "humpy." "Hillocky" is an adjective. "Hillocks" (plural) would be correct here as a single traffic-calming object would be composed of several hillocks. Correct English grammar, not necessarily what we'd actually call them if they were introduced here. They might end up being called molehills or mounds. Hillock implies something larger than these are. -- Paul
