Maybe this would fit better under the historic=monument / memorial umbrella (subtag)? historic=cemetery The tag historic=cemetery already has some significant usage (446), but there are 3,5 times more landuse=cemetery and historic=* tag combinations (1576). IMHO we do not need both (for active cemeteries). FWIW, there are also 8 historic=graveyard objects.
